【摘要】:1.1Thisstandardpracticedescribesahierarchicaloutlineofsectionsandelementstobeusedindevelopingmetadatatosupportarchiveddatamanagementsystems.Specifically,thestandardestablishesthenamesofmetadataelementsandcompoundelementstobeusedinthemetadata,thedefinitionsofthesemetadataelementsandcompoundelements,andsuggestedinformationaboutandexamplesofthevaluesthataretobeprovidedforthemetadataelements.1.2Themetadatatobedevelopedusingthisstandardincludesqualitativeandquantitativedatathatisassociatedwithaninformationsystemorinformationobjectforthepurposesofdescription,administration,legalrequirements,technicalfunctionality,useandusage,andpreservation.Assuch,itcanbedifferentiatedfromothermetadatainthatitdescribesandprovidesaninterpretationofanorganizedcollectionofdata,notasingledataelement.1.3Thisstandardisintendedforusebythosedeveloping,managing,ormaintaininganarchiveddatamanagementsystem.Forexample,publicagenciescanspecifythatthisstandardbeusedinthedevelopmentofametadataframeworkfordataarchives.Datacollectorsanddataprocessingintermediariesmayalsousethisstandardtocreatemetadatadescribingtheoriginalcollectionconditionsandintermediateprocessingsteps.Thedevelopmentofmetadatabydatacollectorsanddataprocessingintermediariescangreatlyassistinthedevelopmentofcomprehensivemetadatabythedataarchivemanager.Thestandardisintendedforusebyalllevelsofgovernmentandtheprivatesector.1.4Thisstandardisapplicabletovarioustypesofoperationaldatacollectedbyintelligenttransportationsystems(ITS)andstoredinanarchiveddatamanagementsystem.Similarly,thestandardcanalsobeusedwithothertypesofhistoricaltrafficandtransportationdatacollectedandstoredinanarchiveddatamanagementsystem.1.5Thisstandarddoesnotspecifythemeansbywhichmetadataistobeorganizedinacomputersystemorinadatatransfer,northemeansbywhichmetadataistobetransmitted,communicated,orpresentedtotheuser.Additionally,thestandardisnotintendedtoreflectorimplyaspecificimplementationdesign.Animplementationdesignrequiresadaptingthestructureandformofthestandardtomeetspecificapplicationandenvironmentrequirements.1.6ThisstandardadoptswithminimalchangestheFederalGeographicDataCommittees(FGDCs)existingContentStandardforDigitalGeospatialMetadata(FGDC-STD-001-1998)astherecommendedmetadataframeworkforarchiveddatamanagementsystems.TheFGDCmetadatastandardwaschosenastheframeworkbecauseofitsrelevanceandestablishedreputationamongthespatialdatacommunity.AbenefitofusingtheFGDCstandardisthewidespreadavailabilityofinformationalresourcesandsoftwaretoolstocreate,validate,andmanagemetadata(seehttp://www.fgdc.gov/metadata/links/metalinks.html).CommentaryandseveralexamplesareprovidedinthisstandardtoillustratetheuseoftheFGDCstandardintheITSdomain.Thedetailofthestandardmayappearintimidating,buttheexamplesintheAppendixillustratetherelativesimplicityofthestandardwhenimplemented.1.7Usersofthisstandardshouldnotethatseveralsectionsofthemetadatastandard(thatis,)addressspatialreferencingdocumentation,whichmaynotbeapplicabletoalldataarchives.Thesespatialreferencingsectionsaredesignatedasmandatory-if-applicable,whichmeansthatmetadataisnotrequiredforthesesectionsifspatialreferencingisnotused.,DistributionInformation,isalsodesignatedasmandatory-if-applicableandthusmaynotberequired.
